As of December 31, 2003, The Department of Transportation (DOT) has mandated all employees in safety sensitive positions and in need of a substance abuse assesment, must be referred to and evaluated by a Certified Substance Abuse Professional (SAP).  SAP's must have the appropriate credentials, knowledge of DOT rules, qualification training, and successfully passed a written exam in order to be recognized by The Department of Transportation.
